I am actually trying to edit files over ssh with windows server 2008. Why would it need to be possible for, say, edlin.exe? All i need to do with this text file is edit the first line (its a csv file and i need to alter the titles).

I don't recall the permutations, but if you have no mouse in dos, that's usually why. Why would it need to be possible for, say, edlin.exe?
